There's a new Inmate in 0 right now. He doesn't have a Warden yet. His name is Nero. He's extremely dangerous and I'd suggest simply not talking to him at all if you can help it.

Seeing as he's going to be in Zero until he gets a Warden, I don't think that will be a problem.

You can discuss what restrictions need to be in place when his Warden is assigned.
